How to submit a planning application

You can submit a planning application and pay online, via our partner website The Planning Portal, or in paper form using the forms listed below.

When using The Planning Portal, the application form adapts so that the correct form for your application is used. The advantage of making an application this way is that the correct form is automatically chosen for you. When using The Planning Portal you have the choice of submitting the forms and accompanying drawings online (although the application fee will need to be sent to the Council separately), or submitting the forms online and sending the drawings and application fee separately to the Council.

Alternatively, you can select the forms you need from the list below (the forms are the same as those on The Planning Portal), print them off, complete them and send them into the Council in paper form, together with the drawings and application fee. You must ensure that the correct application form is used otherwise your application will be invalid.

The forms below are the new Standard National Planning Application Form (called 1APP). They are the same as those on The Planning Portal. More information about the IAPP system can be found by downloading the leaflet "1APP standard on the right of the page.

There are 26 different types of application form to choose from - some combine (for example) planning permission and listed building consent. When applying online via The Planning Portal, the format of the 1APP form will adjust automatically in response to the nature of the proposed development, and so you will end up with the correct form to submit. When submitting paper forms, however, you must ensure you complete the correct form, otherwise your application will be invalid.

The 26 variations of the 1APP form are accompanied by their own validation checklist, which can be found alongside each type of form below, and your application must be accompanied by the completed relevant validation checklist.

Guidance on what you need to include with your application can be found in the "Validation Checklist Guidance Notes" which can be downloaded from the right of the page. There is also a summarised version of this document for any householder applications for planning permision, listed building consent and conservation area consent - this can also be downloaded from the right of the page.

In addition, there are guidance notes below to help you fill in each form.

Failure to include all of the required information on the relevant validation checklist with your application will render your application invalid with effect from 6 April 2008 - the date when 1APP becomes statutory. This requirement relates particularly to the supporting information and the type and quality of the drawings submitted with your application. While this is explained in the Validation Checklist Guidance Notes it needs to be emphasised that the Council will not accept drawings which are substandard in quality. More information on good and poor quality drawings can be found on the page Examples of good and poor quality drawings. In particular, site plans must be Ordnance Survey or similar quality and must show at least two named roads with the whole of the application site outlined in red, a detailed block plan must be included, floor plans and elevations must be accurately drawn and must show adequate details of windows, doors, eaves and verges (i.e. simple line drawings will not be accepted), and drawings must use black ink to ensure they are good quality and clear when scanned. All drawings must be numbered. It will not be necessary to include detailed drawings if you are submitting an outline planning application with matters reserved to be approved at a later date.

Certificate of ownership notices 1 and 2

If you have completed either Certificate B or C as you do not own the whole of the application site (including the means of access), you will need to serve notice on the owner(s). If you have completed either Certificate C or D as you do not know any or all of the owner(s) of the application site, you will need to publish a notice in the local newspaper circulating in the area detailing the application.
